The USAID Water, Sanitation & Hygiene Finance 2.0 (WASH-FIN 2.0) is an ambitious global flagship water finance program. The primary aim of the project is to mobilize $375 million by 2027 towards climate-resilient water and sanitation services and fortify at least 165 sector institutions and service providers. This five-year program is part of the President’s Emergency Plan for Adaptation and Resilience (PREPARE), which targets mobilizing $1 billion in climate-resilient water and sanitation services by 2030. Operating under the One Acquisition Solution for Integrated Services (OASIS) IDIQ, the WASH-FIN 2.0 activity plans to pull in funding from a combination of private investments, government appropriations, and user fees, concentrating its efforts on dealing with bottlenecks in the enabling environment such as policy, legal, and regulatory challenges. India, Ghana, and Kenya are the initial focus countries.
In this context, Section C2 details the responsibilities and activities of SEGURA Consulting as the Subcontractor in support of the WASH-FIN 2.0 activity. SEGURA is primarily involved in facilitating WASH-FIN 2.0 Objectives 1 and 2. Under Objective 1, SEGURA assists Tetra Tech ARD in bolstering the governance of, and increasing public funding for, water and sanitation services. SEGURA provides both long-term and short-term technical support in activities associated with service provider financial planning and overall institutional strengthening. This includes reinforcing regulatory and policy frameworks to facilitate investment and developing the capacity of sector institutions for financial planning and budget/expenditure tracking.
In the context of Objective 2, SEGURA continues its collaboration with Tetra Tech ARD, contributing short-term technical expertise to improve the performance of water and sanitation service providers. SEGURA's focus lies in enhancing service provider financial management, particularly concerning investment planning. To effectively execute these roles, SEGURA staffs a mid-level, long-term position - the Governance Specialist - who reports directly to the Deputy Chief of Party/Lead Governance Advisor. Moreover, SEGURA maintains the primary option to offer short-term technical assistance services in sub-technical areas and may be considered to provide such services in other areas when necessary.
