In support of USAID/Caucasus, SEGURA/IP3 conducted a programmatic evaluation of the Trade and Investment Reforms Support Protection (TIRSP) project. TIRSP provided technical assistance and training to support the Government of Azerbaijan’s efforts to accelerate WTO accession, strengthen the enabling environment for trade and investment, and improve decision-making related to public infrastructure investment.
SEGURA evaluated TIRSP to determine the effectiveness, progress, impact and sustainability of the program. This included desk review, field visits, and interviews with key stakeholders. SEGURA fielded a joint international-local team with experience in trade, investment, law, economics, and public sector reform. As part of the evaluation, the team administered and reviewed self-assessments by the project team and implementer; examined work product from critical implementation periods; and conducted a series of interviews and roundtables with government counterparts, beneficiaries, and TIRSP staff. Report findings and recommendations were presented in written form via a final report and teleconference with USAID/Caucasus.
